I tried to force it and it shot down into neutral and now it will not go back up to reverse or park.

It will go below neutral into drive or low gear but not above those on the shifter.
So there is going to be some slightly lag from a dead stop because essentially the car is in neutral when its stationary.
I know that the outback is heavier and is awd but still.
Have you looked into the clutch.
